California Vehicle Code:
24800. No vehicle shall be driven at any time with the parking lamps lighted except when the lamps are being used as turn signal lamps or when the headlamps are also lighted.

24403. (a) A motor vehicle may be equipped with not more than two foglamps that may be used with, but may not be used in substitution of, headlamps.

In other words: if either your parking lights and/or your fog lights are on, then your headlights must be on also... to be legal.

It's big brother looking out for our own safety. The goal of these two laws is to prevent people from forgetting to turn on their headlights as the day moves from light out, to dusk, then to night. Many people would not realize that they are driving without their headlights, because they see their gauges lit up, until it is fully dark. By that time, they have been driving in an unsafe manner for others for a considerable amount of time.

i see.. not trying to argue with the law or you cionide.. but wouldnt it be better to have the city lights on anyways? as it grows darker at least you can tell theres a car there.. better to forget to switch from city to low beams, than to not any light at all especially people with black cars.. to me.. i still think its lame.. but.. the law is the law.. so i guess im going to have to follow them

No problem, he11 I agree with you. The way the current law is written, if you switch out your front turn signal bulbs for the Autolumination switchback bulbs:
http://autolumination.com/switchback.html
I believe you could get away with driving with just your parking lights, as the front turn signals would now be steady white DRL until you hit the turn signal, at which time they would function as standard amber turn signals. I'm not sure if this is 100% legal, but I can't imagine getting a ticket for your first offense, or having a judge enforce it if you did get a ticket.

Hey Mike, I know you have these bulbs; could you post a short dusk or night video showing how they look with & without the turn signals on, but no headlights? Thanks.

Yes it's a gray area, but as long as the front turn signals look like steady white DRL's, but function as amber turn signals when the blinkers are on, I can't imagine getting pulled over. Even if you did get pulled over, I would expect a warning, and then you just go back to turning your headlights on also.

BTW, I think the fronts look better with the signal bulbs being steady white unless the blinker is on anyway, whether the headlights are on or not. Just my 2 cents.

Are these "city lights" you keep referring to in addition to turn signals that blink? I don't know how they do all the lighting in Japan. Cops in California (and probably other states as well) want to see your front turn signals amber in color when they are blinking. That's specifically why that switchback bulb was developed and made.
