Question Fuel Strainer is External?

Hello everyone. Just got a 2008 Scion xD a week ago. I am enjoying it and the gas mileage a lot. I do have a question. The auto parts for Toyota says the fuel strainer is external.
Does that mean that it is not part of the fuel pump? Every once in a while the car bogs down for a second or three, then goes back to normal. The O2 sensor was just replaced.

Thanks for the help and/or replies to find out more information.
