If it's a Scion/Toyota part you should be able to hunt down any installation instructions online by searching on the part number...a number of vendors, like TRD Sprrks, used to put installation instructions online for all of the accessory parts.

**Disclamer:I Do Not own a xD or Prius. But, recently my Brother's Prius Package Tray came off. We Attached it back as Shown Above.
On his Prius, he has 4- Straps/Cords with Loops on the Ends. The 2- Lower Straps attach to 2 Recessed Pegs on the Rear C-Pillar.
The 2- Upper Straps attach to Recessed Pegs on the Inside of the Hatch. As best as I Recall.
On your xD, I don't know if you have 2 or 4 Straps. Or if you require Additional Hooks, Pegs, or Slots to attach your Straps.
Hope this Helps,
MR LUV

Just a small update for me in case anybody ever has the same issue. I looked up the part number where I suspected they attach to on the door of the hatchback. And yes that's it it says package tray hook. And it would seem like they just slide out a little bit and then you hook the loops of the package tray on to it but they just slide right out they don't catch or lock or anything and they look funny almost looks like you need to twist the or put them in a slotted way or something. Going to continue looking.
I have Access to Special Diagrams and Parts List and I MIGHT be able to Research the Parts you need to Attach your Tray Cover.
But, without Your Specific Vehicle Information I cannot narrow the Search to the proper or missing parts you need.
Also, in the worst case situation, we may discover the parts you need may No Longer be Available or In Stock and you will need
to try a junk yard if that is the case.

Well, my car is a 2010 Scion xD A/T, the Part Number for the Package Tray is 6433052370C0
And the Part Number for the HOOK, PACKAGE TRAY TRIM GARNISH, RIGHT 6433852010, HOOK, PACKAGE TRAY TRIM GARNISH, LEFT 6433852020
They just pull out though. It seems like they should pull out and stop and then you can loop the elastic onto it.
**Disclamer:I Do Not own a xD. I am Not a ASE or Certified Toyota Technician. I Do Not have Specific Installation Instruction or Knowledge on the xD.
But, based on my Research and the Diagrams, I THINK you need a couple of Retainers. They go Behind the Garnish and Extend the Hooks Outward so you can hook them on.
Not knowing what Parts you have or actually Missing, You MAY have to Order the Entire RH and LH Garnish, which Includes All 3-pcs.

Hmm ok. So maybe the piece behind the the part that slides out is missing. Thanks for all your help!
Mine had some stupid hardware store eye bolts threaded into the plastic bits in the hatch. It was good enough but I took them out because they were tacky. I'll eventually come up with something that looks a bit more official, thank goodness for this thread.
