I'm looking at some 16" Voxx WKR-1 wheels here locally that I can get pretty cheap. Will they work with the TPMS system? They are 16 x 7 and have a 40mm offset.

The ones you listed will indeed work, I'm running 16x7 +35 myself, they will sit only a smudge in from where mine sit.
Not all 16" wheels will fit, it all depends on the width and offset of the wheel, with a 7 inch wide wheel, rolling below +25 offset you start working with fitment issues because the wheel approaches the outside of the wheelwell. for 8" width i wouldnt go below 35 or so unless you have a little knowledge on wheels and fender rolling, and are ok with it. Im not saying that the numbers i posted are the end all, just a general guide for easy fitment. I personally like the flush look and my next set if 7" wide will be in the teens for offset and if 8" wide in the mid 20s.
It also works the other way as well, too high of an offset and the rims will sit in a lot, and stands to a) not look right, or b) possibly have fitment issues on the inside of the wheel.
on a 7" wheel id make it my business not to go too much higher than +45.
Im not as well informed on some on wheels , but i understand all the measurements. once youve got them down and do a little test fitting, you start to figure out whats going to fit where.
Also on the note of the TPMS, our TPMS are the valve stems, so as long as you have the valve stems swapped out of your steelies, and reset the sensor once the new wheels are installed and properly inflated, you should be fine. I did this and am actually using stock tires off of the steelies for the moment.
