Well, it depends on your definition of "mounted". Yes it must be mounted, as in not placed inside the windshield. However, I would consider a plate secured with zip-ties to be mounted. And when a cop is passing you head-on at 40mph, he isn't going to know if you are using zip-ties or a mounting bracket. When I got my last plate ticket, I passed inspection by having it tied temporarily to the Figure grille with pieces of string. I don't know the specifics of the law. However, you should put it on the left side. If it's on the right then an oncoming cop could say it's not displayed clearly.
