The belt tension should be a separate adjustment for the power steering and if it makes noise as the steering wheel is being turned then is sure sounds like a slipping belt - try is on snow or sand or any really slippery surface and it should slip less squeel less and you might even try jacking up the front end and make sure it isn't something in the rack making noise. Most likely it is just a loose belt - let it go too long and the pulley will wear and get polished and then it will always slip and squeel - happened to my alternator pulley on my last car.
