generally speaking, you would want a narrow aperture, disable flash and high shutter speed for the freeze frame. than you'd adjust your iso sensitivity according to the amount of light you want in the image. the narrow aperture like f8-11 ish or even higher number with no flash will make sure the forground will be nice and dark while the background will still be in focus.
btw make sure you shoot shots like this in RAW, definitely the biggest benefit for a shot like this because you'd have a lot more flexibility with black levels.

I'm so disappointed at the last shot. Don't know why, but all my shots were coming out blurry when I was trying to shoot the wind surfers. I was using aperture priority, shooting at f/22, shutter speed of 1/80...was I shooting too slow? Even the 1/200 shots seem pretty blurry.

Well to freeze the frame, I usually just go for 1/1000 or faster. But I've noticed that 1/200-1/250 is fast enough to freeze the vehicle, but not fast enough to freeze the wheels.
