The IS is definitely worth it.
Look for a used one in good condition. I paid 900 for mine, with a BW 67mm UV filter.
The reason for the white lens body is to minimize internal temperatures of the lens when used in bright sunlight.

Oh and also, what is a good method for cleaning a lens? Our house is extremely dusty and some of it won't simply blow off, even with the canned-air-sprayer deals.

Definatley invest in the glass. L glass is best and I would save and invest the extra $$ for IS and in the case of the 70-200L I would go 2.8. Althoughit runs about 1600.00
