It's pretty simple, Large aperture get bokeh, small aperture star effect (especially at night). I hope that helps. If you want a sharpen bokeh you would then make it make the aperture smaller.

Bokeh is just another word for a shallow depth of field. Its not a technique or anything special. Its just how shallow or deep your depth of field is when compared to distance from the focal point.
At say a f2.8 aperture of a subject 5 feet away, if you have anything around them that is say 7feet to infinity away, it will be blurry, or show depth of field, or have Bokeh.
Where as the same p[icture at f11.0 the subject at 5 feet will be in focus and anything around it will be as well.

Anyone shooting in anything by normal mode will make these settiungs for every picture. You can also use the portrait setting and get it to an extent.

Here is an example of something I took quickly. First with a shallow depth of field, second with a large depth of field. Not good pictures at all, but a good example.

Well, I didn't have anything to put on the lens to make the shaped bokeh, so I tried to make a cutout, which resulted in failure.

Here is a sample of shaped bokeh.

another way to get bokeh with a slower lens is to use a telephoto lens.. this was on my 55-250 iS f/4-5.6

this would be an awesome shot with a neutral density filter to darken the foreground a stop or two and leave the background lit.

still a nice shot.
