Eltaco is right about why ARCO sells discounted gas.

http://en.wikipedia.org/wiki/ARCO

IF this is a lie then IDK who or what to believe anymore.

For the guy from outside CA who isn't familiar with ARCO, it's because you probably get it as BP.

From Wikipedia...
It (ARCO) is known for having low-priced gasoline compared with other national brands, mainly due to an early 1980s decision to emphasize cost cuts (cash only policy) and alternative sources of income (Am/pm).

I was under the impression that all gasoline sold in CA has to be over a certain standard (and from what I heard, that standard is pretty high).

ive used arco a few times and honestly, i felt no difference between that and shell.
i also keep track of my mpg's and it seems to be the same with arco / shell / chevron / etc.

i was always under the impression that it was crappy gas since thats what ive been told but from personal experience, it seems the same

you never really know if information from wikipedia is true because anyone can post an entry up on wikipedia. I know this because multiple professors wont take wikipedia as a source when writing a research paper and have taken points off on some of my papers
