Is this a Ballast problem?

Tonight while driving I realized my driver side HID wasnt working. I popped the hood rechecked all the connections which were fine and kept trying, but NO luck. I felt the ballast and it was Cold with no buzzing sound which I normally hear coming from them. I just got these a couple months ago. I doubt its the bulb, cuz I would think I would still at least here a buzzing noise and the ballast to be warm.
Do you think its the ballast?
a swap of the ballasts will tell. switch them around, and turn your lights on, if the driver side is good but the passenger is out, then your ballast is bunk!

It was the 10 amp fuse, replaced the fuse and shes up and working again! Thank goodness, I was worried. Of course I had ripped apart practically everything, and the last thing I checked was the fuse box lol (what a dummy I am). But after its all said and done im glad it was just a fuse and not the ballast or bulb cuz I love my dang HIDizzles
