The LEDs produce more light and will look a lot better.

LED's. Neons don't last, and unless you get high-priced ones, seal them up real good, and baby how you drive it so you're not bouncing a lot or kicking up stones at them, then maybe you'll get the life out of them for the time you own the car.
I made the switch to VARAD LED underbodies, and couldn't be happier. I used to run neons, and I was either constantly changing out transformers, or I was changing out the tubes. After LED's, never had 1 issue. Not only that, LED's are more versatile where you can do patterns with them, or you can get the multi-color ones so you can pimp whatever color you want at any time.
LED's to me, were easier to install as well due to their rectangular design. Neons, a little harder to fit into place. Almost like you have to find the right "niche" and then strap them in with a friend or 2 holding them in place. With the LED's I was able to do it myself.

Of course, please only use them for show use, not on the streets. Thanks.

where do you find your state laws on LED lighting and would it be hard to install yourself with no prior experience?

do a search against your states DOT website. When I did it looking up things in Wisconsin, I got a 21 page FAQ that talked about the do's and don't for cars on the streets INCLUDING aftermarket lighting mods.

Thats where I learned that you can do White or yellow underbody lighting in the front, green or yellow on the sides, and green/yellow in the back or Red if controlled by the brakes.
