I think the water issue has been covered. It will not be able to SUCK any water.
The hose can also be moved in the event of rain. I DO NOT drive this car in the rain. It is not my daily driver.

I was thinking about gettin it on my tC when I go turbo. I cant remember where else I saw it though but I know I saw it somewhere. Oh yea your carbon fiber hood looks crazy..I didnt know they made them like that.

Well it depends on where you plan on mounting the fan? If it's going to be on the front side of your car, it'd be kind of pointless to have a fan pushing air out of the engine bay (to the front), while moving forward, having air just come back in to the car. Also, the fan would probably do just about jack $h!t for performance.
As far as wiring it, just like an amplifier, i'm sure you could find something that turns on and off with the car, i.e. a car lighter, stereo, something like that. Or you could always make a switch from inside the car on the left hand portion of the dash, where Scion so cleverly allowed us multiple slots to customize our car with
