Code P0016 and What is a VVT Sensor?
OK, that was about P0017, not P0016 very similar I guess. OK, what is a VVT Sensor?
I know the Cam Sensor. And why not a Code for that?
In my past correlation errors are when the timing chain is off by a tooth.

Did you check the actuator gear on the front of the camshaft? Here's a Toyota technical service bulletin that might help.

62 fender just replied and sent me a pdf that answers the problem the VVT Actuator on the cam gear must be in a unlocked position BEFORE you can set the timing chain.
This is not shown in the FSM and why when you rebuild the engine or change the head gasket this problem occurs.
