Default Programming new key transponder WITHOUT Master key?

i was transferring my keyfob internals to a new shell cuz my original one broke, and I accidentally broke the transponder chip when trying to get it out and now my car wont start.
I ordered a new chip off eBay but ive been looking and looking but i cant find any way to program that new chip without the "master" key. Is there any way of doing this without taking it to the dealer?

I was able to call a local locksmith and they had the right tool to program it without the master key. Was a little cheaper than the dealership cant remember exactly how much they charged me though it's been a few years I wanna say it was around 100
