It's actually a biproduct of the "precat" which was adopted a few years back. It only started off in a few cars and has increased in popularity because it lights off much faster and reduces emissions during cold starts. The problem is that it's only inches from the exhaust ports and excessive heat makes the substrate brittle. Normal cats never had this problem and still don't because they are farther from the engine.
