Seriously, best is entirely in the eye of the beholder. I haven't done F/I yet, but from what I've been reading, most people love the Turbonetics, Dezod, and ZPI turbo kits. A few people have had good result with the GReddy and Treadstone kits. Turbo Toyotas and Stripper Motorsports have their own kits soon to be available. And there are a couple of other kits available which I've not heard one thing about (the one on KillerTC.com for instance, and the eBay turbo kits). And there's also the TRD Supercharger, which is competitive with most of the turbo kits out there, when you consider it puts out about 190-200 HP at the wheels, with the cat, stock header, and stock exhaust still in place.
But, IMHO, you can't beat a custom setup. A kit is a great start, but you really need personal attention from a tuner to get the best ride possible.
with proper installation and tuning, you really can't go wrong with any stage 1 kit on a stock tc. the choice is yours.
i'll list some quick pros and cons
greddy:affordable, you just need to get bigger injectors and fuel management though. also has had the most bad installs though.
zpi: great kit, proven performance, can start with a stage 0 kit and upgrade later. problems are that they cause a cel, and the intercooler replaces the factor crash bar.
turbonetics: great kit, ball bearing turbo, reliable and has the best warranty of all forced induction products. but it is expensive, and has had some issues with bad seals, but the great customer service replaces them fast. also, unichip is a love hate releationship, especially if you are far away from a unichip tuner. no cel
dezod: great kits, customer service, great tech support, lots of happy customers, can get a signature kit which makes it more customizable and personalized. some parts are warrantied, no cel when you get them with a cat'ed downpipe.
rythmnsmoke should be here very soon if not already by the time i post this LOL!

Well I will evade the best comment due to the fact it will create so much drama, you can cut through it.
So anyway, we have produced some 2007s with good power. Here is some pics and dynos:

This was at 10 PSI.
