The TRD exhaust is legal, it is under the db requirement. But cops still give the ticket. A lot of people don't have time to be in court and just pay the fine or what ever they have to do. The other thing is that you can't just walk into court and say you bought it at the dealer and walk out. You need proof that it is legal and everything else.
What lawyers can do is dispute the fact that the stop wasn't legit. Say he stops you for the exhaust and in VA that isn't enough to institute a stop they can argue that that the charges need to be dropped because the cop didn't have probable cause.
All license plate covers are illegal. There maybe some exception but probably not. That is why the spray on red light photo camera stuff markets like they do.

My point, you did something wrong, got busted, just own up to it & call it a day. No need to call the cop a b*tch, he was just doing his job.
