Default Funky e-brake sound

So, I (along with my Toyota mechanic friend) changed out my brakes (rotors and pads) a couple of weeks ago. Ever since the change, my e-brake has been making some weird sounds. Everything is adjusted properly, just to get that out of the way, but there is a faint clicking sound coming from my driver's side e-brake. Sounds almost like a baseball card in the spokes and it can only be heard when windows are down and driving close to something. Drive me nuts and it happens at all speeds.

Any ideas as to what this could be? I have pulled apart that wheel and have inspected, lubed, and adjusted that e-brake a half dozen times and all I get is a difference in sound level.

Thanks!!

If you can only hear it when the windows are down it might not necessarily be the e-brake, what type of rotors did you get? If you got slotted or drilled and slotted they are probable the source of the sound. I just got drilled and slotted rotors and they make the card in spoke sound you are talking about.
