put the steelies back on if you have not already done so before. You will know if it is all in your head. I believe that you mentioned that your wheels have high and low spots in them no? If so balencing them over and over, ensuring tire pressure, will do nothing. Rotating them to the rear might make things a little more bareable, or maybe not.

well i got the new tires on the back, and i havent driven enough to really tell today im going to hit the smoother roads to see what im working with now, it seems to be better, but im not 100% yet.

i'm going to try to rotate my tires.

well new tires are on the rear, and it feals 100x better
