Default Install Front License Plate Bracket

I need some information regarding how I can put a license plate bracket on the front of my 2006 xB. I bought it in a state not requiring a front plate, and now have moved to a state where the front plate is required.
I see two roundish depressions on the front wrap, and wonder if it is meant for them to be pushed in, and that there is threading behind there already for the bracket screws. I am not vehicle handy, and if what I described is not the case, then do I have to remove that entire front wrap assembly to place a mounting base for a license plate bracket?

There are 2 bosses for the self tapping screws on the inside of the bumper behind the marks

don't drill it. there are better alternatives that won't permanently scar your bumper.
