for something like that, the only place I would count on being able to get one, new, is Steve at Carson Scion - www.newscionparts.com. I am taking it that you are referring to the NCP30 bumper with the plate recess and not the NCP31 bumper which is the same as the US spec (NCP31) except that it doesn't have a hole on each side for the USspec red marker light.
you'll need to specify if it's a NCP30 or 31.
...and of course no doubt Steve could get the P/N ... but may not be to thrilled about doing it if you're ordering it from someone else.
