Cutting it does indeed reduce the throw, the throw distance is a function of the ratio of the length of the shifter above the pivot to the length of the shifter below the pivot. Reducing the length on top decreases this ratio, hence the throw. Similarly, increasing the length on the bottom has the same effect.
