They probably spray them down and clear coat.
I'm sure it's a bit more labor intensive than that, though. If I were to do it myself, I'd wet sand, spray with a cleared down black base coat (not clear coat, but a clear base, yes they make it) then clear accordingly.
It's not like the rattle can VHT niteshades jonstintedtails does. It's quality product. It's nice and glossy. I'm sure you can get similar results if you want to cut corners and get the VHT stuff and some rattlecan clear.

A buddy here at work has a set that JTT did for him. They are awesome looking. They are very glossy and very well done.
As for the ANZO tails. I have some pics, but can not release them yet. I am just waiting on my set to come in from over seas. Soon as they are here I will post pics.

Almost everything is illegal in California that didn't come stock from the factory!
As per California Vehicle Code section 24600, subsection (e):
Taillamps
24600. During darkness every motor vehicle which is not in combination with any other vehicle and every vehicle at the end of a combination of vehicles shall be equipped with lighted taillamps mounted on the rear as follows:
(e) Taillamps shall be red in color and shall be plainly visible from all distances within 500 feet to the rear except that taillamps on vehicles manufactured after January 1, 1969, shall be plainly visible from all distances within 1,000 feet to the rear.
This means NO TINT even if they're visible more than 1000 feet to the rear.
I know they didn't have super bright LED's when this law was written, but try explaining that to the officer as he writes you the ticket.
