Yes a clay bar is a very good tool but will not do the same as wet sanding. Clay bar cleans the surface only. Wet sanding will remove a small layer of the surface.

Clay bar is safer so use first.
Wet sanding is the last step in being agressive to remove the problem area. If that doesnt work then repaint time or ignore it
