Default Horn relay

The horn on my 2008 scion xb isn't working. Fuse looks fine. I can hear a click when I press horn. Not sure what that means. Would like to check relay. Another post indicates relay is located under compartment C in under hood fuse box. Not sure how to remove compartment C to access relay. Any help would be appreciated. Thanks.

It's not actually under compartment C, it is an integral part of it. If you read a bit further in that thread you'll see that the fuses are plugged into what Toyota calls an integral relay assembly. There are 4 fuses and relays all in the one piece. You can remove the assembly by releasing the tabs at each end of it while pulling straight up. Just need to use a flat head screwdriver to get to them. Hopefully that isn't the problem since you would need to replace the whole unit and it's pricey.

Can you check the voltage at the horn - have someone else press the button?
