Default Noob on steelies

My BSP.
I just brought it home. It's got a bunch of TRD mods and a sunroof on it already. But badly needs a new pair of kicks.
I'm ignorant of tire/wheel sizes and offset blah blah.
No clue of brand names, quality, weight or whatever on wheels.
I want it to look tight. But functionality comes first.
This will be a primary commuter vehicle. I'm thinking 16-17"s?

What is the minimum I should spend to have a quality wheels?
Any brands I should stay away from? Any brands I should take a serious look at?

BTW, TRD springs.

Wheels are probably the single most personal item that get put on a car, especially the xB. You might want to start by figuring out which style & finish you like best.

You have some decisions to make:

1. Do you want the same size tires & wheels at all 4 corners, or do you want a staggered set-up (rear wheels & tires wider than the front)? This is purely for looks only, and provides no other benefit. Also keep in mind that with a staggered set-up the rear tires & wheels will be more expensive, as well as making it so that you can't rotate to help with tire wear.

2. Do you want spokes, or the mesh look?

3. If you like spokes, do you have a preference for #? (5, 6, 7, 8, 9, 10, etc.)

4. Have you come up with a finish/color preference? (Black, Hyper-Black, Gunmetal, Silver, Hyper-Silver, Gold, Bronze?)

Here are some sites to take a look at. Most of them will allow you to filter by car type & year, as well as wheel size. This will speed the process up. Some even narrow it down to finish, but you may want to hold off on that for now, until you really figure out what you want. Make sure you write down any website & wheels you like the first time through, because you will be ____ed if you have to go back through a second time to find the ones you liked. When you note ones that you like, also write down the price; many wheels are on different sites and this way you will know who sells them the cheapest.

Once you get it narrowed down to what you like, and what your budget is, we can help better with brand recommendations.

1) Same size tires : Practicality is key
2) Probably spokes, but mesh might be cool too.
3) Between 5-7 spokes appeal to me. (flat spokes more than wire/narrow)
4) I like the stainless look or black.

My budget is... low.
(I'd like to keep the per wheel price lower than $200 each, if possible)
Is there any reason to stay away from any particular brands ?

Coincide pretty much nailed it. You can judge what a quality wheel is pretty well, but we are here to help.

I recommend staying with 16's because you can use your stock tires and tires will be much cheaper. Try to stay around your stock wheel width and offset too, which isn't too hard with the xB2.

Post up some of the wheels you find and we can tell you if they are good or not. for $200 a wheel, you can get some pretty decent wheels so no worries there. And with 16's, there is a much smaller chance of warping and bending them because of all the extra rubber.

I'm debating on whether to wait until these wheels get worn out before going to a bigger wheel.
I guess it comes down to how long I can stand looking at the hubcaps.

Pull your hubcaps, wash them really well, scuff 'em up with some steel wool, and spray paint them with some satin black Krylon Fusion paint for plastic. You'll be amazed how good they look on a BSP xB while you wait for the stock tires to wear out.

I have had my car over a year and chang and people loved my hubcaps painted white. but now i have them in gloss black and man oh man that baby look's good, and once again i always get + feed back , i say paint them gloss black and your good to go for sure.

Go with 17s or 18s. 16s look too small for the xb2 imo (unless you small your ride).
