I recently bought my second pair of HID Bi-Xenon lights from ddmtuning.com and I've run in to the same problem. My High Beams don't work.
I've done the installation correctly because my low beams work, and whenever i try to turn on my high beams, the light doesn't change. Just stays constant.

did you flip the red and black wires( the 12vdc power) that plug into the ballast? sometimes there flipped. mine were.

 

did you get your pair from ddmtuning as well? o: i tried doing that on my first pair of bixenons and it didnt work. x.x idk if its the same for all kinds of bixenon pairs so i'm assuming it wouldnt work on the 2nd one i got. xD

 

i got the 5000k 55W bi-xenon hid kit from ddmtuning also...works perfectly, just follow the instruction manual on the ddmtuning website and you cant go wrong.
