Battery has power. If I put the key in the ON position, everything seems normal. But when I go to START position it does not crank, and sometimes the horn beeps like a security alert.

When I turn the key off, the radiator cooling fan comes on and does not shut off until I turn the key to the run position. It seems like it might be related to the immobilizer, but if so, I'm not sure how to test or reset. I'm using the master key and remote that came with the vehicle.
